Zimbabwe Begins Pilot Programme Allowing Inmates Temporary Home Leave to Sleep with their Partners

Zimbabwe has introduced a new correctional policy allowing selected inmates to temporarily return home to spend private time with their partners, marking a shift toward rehabilitation focused justice within the prison system.

The Zimbabwe Prisons and Correctional Service confirmed that the initiative, commonly referred to as conjugal rights, is being tested under a pilot programme at Marondera Female Open Prison and Connemara Prison. Only inmates with proven good conduct records are eligible. Authorities describe the measure as an early phase of a broader parole framework being rolled out nationwide.

ZPCS spokesperson Assistant Commissioner Meya Khanyezi said the programme is designed to preserve family bonds and support successful reintegration after incarceration. She stated that intimate and emotional connections play a critical role in preparing inmates for life beyond prison.

Khanyezi clarified that conjugal visits take place at inmates’ homes rather than within correctional facilities and will be formally incorporated into the upcoming parole system. She added that rehabilitation is a shared responsibility involving correctional authorities, families and communities.

Commissioner General of Prisons Moses Chihobvu also addressed inmates on the reforms, explaining that the parole system could allow qualifying prisoners to serve the remainder of their sentences at home under supervision. Reports from December 2025 indicate the announcement was met with celebration among inmates.

Under the proposed structure, a dedicated Parole Board will assess eligibility, prioritising inmates who demonstrate consistent good behaviour and tangible progress in rehabilitation programmes, while maintaining public safety.
