    US and Saudi Arabia Sign Landmark Civil Nuclear Agreement

    The United States and Saudi Arabia have signed a landmark agreement to expand cooperation on civilian nuclear energy, paving the way for the Gulf kingdom to develop its long-planned nuclear power programme.

    Described by the U.S. Department of Energy as a “peaceful nuclear cooperation agreement,” the deal establishes a legal framework for long-term collaboration between the two countries and is expected to create significant opportunities for American companies in Saudi Arabia’s emerging nuclear energy sector.

    Alongside the cooperation agreement, both governments also signed a bilateral safeguards accord, which U.S. officials said is designed to ensure the programme adheres to international nuclear safety and non-proliferation standards.

    The full text of the agreement has not been released publicly. However, multiple media reports indicate that it could eventually allow Saudi Arabia to enrich uranium on its own soil for civilian energy purposes. While enriched uranium is commonly used as fuel for nuclear power plants, it can also be further processed for use in nuclear weapons, raising concerns among non-proliferation experts.

    The agreement comes amid heightened tensions in the Middle East, where the United States and Iran remain engaged in an escalating military confrontation. Washington has repeatedly argued that preventing Iran from acquiring a nuclear weapon remains one of its primary security objectives, while Tehran insists its nuclear programme is intended solely for peaceful purposes.

    Saudi Arabia has previously indicated that it has no intention of developing nuclear weapons. However, Crown Prince Mohammed bin Salman has stated in the past that the kingdom would seek similar capabilities if Iran were to obtain a nuclear bomb.

    U.S. Secretary of Energy Chris Wright said the agreement reflects the highest standards of nuclear safety and non-proliferation while strengthening America’s leadership in civilian nuclear technology.

    According to the Energy Department, the partnership is expected to advance both U.S. economic interests and regional security by promoting the use of American nuclear expertise and technology in Saudi Arabia’s energy sector.

    The proposed uranium enrichment component has generated debate among nuclear experts, many of whom note that the United States has traditionally discouraged partner nations from developing domestic uranium enrichment capabilities because of the potential proliferation risks.

    Some Israeli officials and international security analysts have also expressed concern that such a provision could alter the strategic balance in the Middle East if not accompanied by robust safeguards and international oversight.

    Supporters of the agreement argue that any Saudi enrichment programme would remain subject to strict monitoring and that U.S. involvement would provide stronger oversight than if the kingdom pursued similar partnerships with other countries.

    The agreement is now expected to be reviewed by the U.S. Congress, where lawmakers from both political parties are likely to scrutinise its non-proliferation safeguards and broader implications for regional security.

    The deal also represents a significant diplomatic victory for Saudi Arabia, which has sought U.S. support for its civilian nuclear ambitions for several years. Unlike previous negotiations, reports indicate that Washington did not require Riyadh to formally recognise Israel as a condition for the agreement.

    Analysts say the agreement could reshape the geopolitical landscape of the Middle East over the coming decades while reinforcing strategic and economic ties between Washington and Riyadh amid growing competition from Russia and China for influence in the region.
