    Pennsylvania Guardians Charged After 5-Year-Old Escapes Home Where Police Allege He Was Confined for Most of His Life

    Three adults in Pennsylvania have been arrested after a 5-year-old boy was found wandering alone in the street, leading investigators to uncover what authorities describe as years of severe neglect and abuse inside a condemned home.

    According to the Pennsylvania State Police, the child was discovered shortly before 7:30 a.m. on Friday in Swatara Township. He was unclothed and carrying only a green blanket that appeared to be stained with urine. Concerned passersby stopped to help the boy and remained with him until emergency responders arrived. He was later transported to a local hospital for a medical evaluation.

    Investigators traced the child to a nearby residence, where they say they found conditions so hazardous that local code enforcement later condemned the property.

    Police described the home as being filled with excessive clutter, piles of trash, and hundreds of flies, making it difficult to move through the house. The investigation focused on a bedroom believed to belong to the child, where officers found what they say had been converted into a makeshift confinement area.

    According to court documents, the bedroom door had a baby gate installed across the entrance, while wooden boards, duct tape, and multiple zip ties had been attached from the outside to stop the child from leaving. Authorities allege these barriers were deliberately designed to keep the boy locked inside the room.

    Investigators believe the child spent approximately 90 percent of his life confined to the room. Police allege he was typically fed through openings in the gate with simple items such as granola bars, cereal, milk, juice, and water rather than being allowed to eat with the rest of the household.

    The three adults living in the home were identified as Tucker Heagy, 20, Jade Shuey, 21, and Stephanie Schaffner, 42. Authorities described them as the child’s guardians, although investigators have not publicly detailed their exact relationship to the boy.

    According to police, Shuey admitted during questioning that the child was sometimes left inside the room continuously for as long as three days. During those periods, investigators allege he had no access to a toilet and was forced to relieve himself inside the room, resulting in human waste accumulating on the floor and walls.

    Police further allege that the adults only bathed the boy about once each week, with some periods extending even longer between baths.

    Investigators also claim that every time the child was allowed out of the room, several zip ties securing the gate had to be cut before new ones were immediately installed afterward. According to police, Heagy admitted that five to ten zip ties typically had to be removed each time, and the household regularly purchased large quantities of replacement zip ties from a local store.

    Authorities said the overall condition of the property posed serious health and safety concerns, prompting municipal officials to declare the home unfit for habitation.

    It remains unclear how the child managed to escape from the room and leave the residence before being found by members of the public.

    Following the investigation, Heagy, Shuey, and Schaffner were arrested. Each has been charged with one count of endangering the welfare of a child. Additional charges could be filed as the investigation continues.

    The child remains under medical evaluation and the case is being handled by Pennsylvania authorities.
